I opened a support ticket regarding this issue. I was told the RSS Viewer and XML Viewer are not enabled for the beta, but this would be fixed with the release.

The RSS Viewer Web Part and the XML Viewer Web Part are not supported in Office 365 as of March 7th, 2011.community.office365.com/.../312.aspxcommunity.office365.com/.../345.aspx

I'm assuming each person needs to have such files loaded on their machine to see the web part additions?

Michael, it needs to be installed once per site collection. So if you want to have it on your public website and your internal teamsite, you need to install it for each of these two.

Then WHY THE HELL IS IT STILL AVAILABLE AS A WEB PART?  They really should REMOVE what they're not letting us use instead of frustrating their users by providing web parts that DON'T FUNCTION.

That is exactly what I was thinking, I have wasted a whole day trying to find a solution to this only to find out that the Web Parts are not supported!! Sort it out Microsoft!!
